The Law takes effect on 1 September 2026.

It sets out citizens' right of access to information and the responsibilities of relevant agencies and organizations to provide information.

It promotes disclosure, transparency and the provision of information through electronic channels.

It establishes procedures for requesting and providing information and identifies information that may be subject to restricted or denied access.

It strengthens protection for personal data, state secrets and other information subject to access restrictions.

Government Decree No. 329/2026/NĐ-CP of 19 August 2026 on the Cybersecurity Protection Force

The Decree takes effect on 19 August 2026. It sets out the organization, duties and powers of the cybersecurity protection force. It defines coordination mechanisms, force development and the conditions needed for its operations. It also sets out the coordination responsibilities of agencies and organizations in protecting cybersecurity.

Government Decree No. 327/2026/NĐ-CP of 19 August 2026 on Preventing and Addressing Online Information and Conduct That Threaten National Security or Public Order

The Decree takes effect on 19 August 2026. It provides measures to prevent, detect and address unlawful information and conduct in cyberspace. It defines the responsibilities of agencies, organizations and businesses for prevention and coordinated response. It strengthens the monitoring, prevention and handling of information and conduct that threaten national security, public order or social safety online.

Government Decree No. 320/2026/NĐ-CP of 13 August 2026 Amending Decree No. 69/2024/NĐ-CP on Electronic Identification and Authentication

The Decree takes effect on 28 September 2026. It amends and supplements rules on electronic identification and authentication. It adjusts certain provisions on electronic identity accounts, digital identity and the use of electronic authentication services. It clarifies the responsibilities of agencies and organizations for management, use and information security.
