VNPT Partners with An Giang to Launch the Provincial Intelligent Operations Center

On the morning of October 1, 2026, as part of An Giang Province’s 2026 Digital Transformation Event Series, the provincial Intelligent Operations Center (IOC), developed by Vietnam Posts and Telecommunications Group (VNPT), was officially launched at the An Giang Provincial People’s Committee. The launch marks an important step in building digital government and advancing data-driven governance in the province.

The system was developed and deployed under the leadership of VNPT-IT, VNPT’s core information technology unit, drawing on the Group’s capabilities in data integration and the development of platforms for digital transformation.

As Vietnam advances its national digital transformation, digital government requires increasingly strong capabilities to connect, integrate and use data to support leadership and administration. As a leading technology enterprise in telecommunications and digital transformation, VNPT deployed An Giang’s Intelligent Monitoring and Operations Center, helping establish a technology foundation for local governance in the digital environment.

VNPT Partners with An Giang to Build a Digital Operations Platform

The IOC is an important component of digital government architecture, connecting and consolidating data across multiple sectors to support administration. In An Giang, VNPT has deployed a system that combines data integration, analytics and visualization tools, allowing information from multiple sources to be brought together and used more effectively.

Instead of managing information separately in each sector, An Giang’s IOC provides a shared platform for monitoring indicators, operational performance and issues requiring attention across the province. Data is updated and displayed visually, giving provincial leaders a stronger basis for monitoring developments, analyzing information and making decisions.

This also represents a shift from management that relies heavily on traditional reports toward data-driven governance, in which data is connected, consolidated and used to create value for public administration.

From Infrastructure to Solutions: VNPT Delivers an Integrated IOC System

To bring An Giang’s IOC into operation, VNPT implemented a coordinated range of activities, from system architecture design and infrastructure integration to data connectivity and the development and integration of functional modules.

The system monitors key areas including socioeconomic development, public administrative services, information security and cybersecurity, the environment, healthcare, education and urban management.

A notable aspect of the deployment is its ability to integrate data from multiple agencies, organizations and specialized systems. This is essential for an intelligent operations center: an IOC’s effectiveness depends not only on its display interface but also on its ability to connect, standardize, consolidate and use data from existing systems.

With a team of technology specialists and experience in deploying digital transformation platforms at scale, VNPT worked with An Giang’s specialist agencies to conduct trial operations and optimize the system for use.

Technology That Directly Supports Administration

Once operational, An Giang’s IOC provides local leaders with digital tools to track and monitor developments. Data is visualized through charts, reports and operational dashboards, making information faster and easier to access.

For public administration, the system supports the monitoring of socioeconomic indicators, sector-specific activities and the delivery of public administrative services. This gives authorities a broader data foundation for assessing developments, identifying issues that need attention and coordinating appropriate responses.

For residents, the IOC helps strengthen interaction with local government through channels for receiving and handling reports of local issues. Reports are received, classified and tracked throughout the resolution process, with the aim of improving transparency and service quality.

For businesses, the increased digitization of administration and public services helps improve the experience of completing administrative procedures, while creating more favorable conditions for investment and business activities in the province.
